Tientsin telegram io, 421 [of 50th December: control of

currency at Tientsin].

Mr. While has provided some useful material, and I am glad to have his observations. His proposals appear however to go beyond anything we were prepared to contemplate, and I see grave objection to them in their present form. I am enquiring of the Government of Hongkong what measures, if any, are in force thore to prevent gambling in currency, and will let you have y considered views at an early date.
